I think it's just random, I've purchased ropes that milk much more than Blue Streak and the ends were cut with a hot knife. My Blue Streak came with the ends fused. I'm surprised though with all the talk about Blue Streak milking, I've never thought of the 16-strand ropes as prone to milking, I've had several from different manufacturers and none of them ever milked. The hybrid static ropes (24-strand) like Fly, Poison Ivy etc. always milk, at least the ones that I own do.
